The CGAE's real estate law course breaks records: more than 10,000 lawyers registered

Over 10,000 lawyers join the CGAE's free 30-hour course on housing law, driven by the new housing decrees and the 047 consultancy service.

More than 10,000 lawyers have registered for the General Council of the Spanish Bar's (CGAE) real estate law course, an all-time record for the institution's training offer, El Periodico reports. The driver is the wave of housing regulation: the government's new royal decrees on the real estate market have multiplied client queries across the country.

The decrees, which will soon be voted on in Congress's Permanent Deputation, aim to regulate the real estate market, promote affordable housing and curb speculation, and have already provoked an avalanche of consultations in firms across Spain, in addition to sending requests for information soaring to the free 047 telephone line launched by the government.

What the training offers

The course, titled 'Housing, Property and Conflicts to Resolve', lasts 30 hours and is taught between October and November, in online and face-to-face modes. The training is completely free thanks to a subsidy regulated in Royal Decree 538/2026, of 30 June, from the Ministry of Housing and Urban Agenda, and qualifies participants to register as professionals in the 047 Strategic Housing Consultancy Service.

The programme works, among other subjects, on case law in housing matters, the determination of the legal regime applicable to each residential tenancy relationship and the correct identification of the large-holder condition and its consequences. It also covers the calculation and documentation of applicable rent in regulated contexts, the selection of the appropriate procedural action to recover possession, the preparation of claims that meet the admissibility requirements linked to housing and vulnerability, the construction of a technically founded defence in vulnerability cases and the coordination of legal strategy with social and administrative resources.

Why the profession responds this way

From the Council, the training is defined as "an opportunity for the legal profession to train in one of the areas with the greatest legislative changes in the last decade, which are creating much legal uncertainty and need specialised professionals to serve citizens' demand". The registration record confirms something firms already know from their inbox: housing has become one of the first sources of queries in practice, from tenancies in stressed areas to defence against squatting.

For those seeking to deepen the academic side, we recall that the ICAB keeps its master's in real estate law open, a complementary and longer option. And for day-to-day advice, our dictionary guides on sale and purchase and earnest money cover the basic concepts.

The course record is also a business datum: when 10,000 professionals specialise at once in a subject, competition for the housing client intensifies and differentiation moves to procedural practice and response speed, terrains we follow in training and processes.

How the course fits the Council's strategy

Free, qualifying training has become one of the CGAE's tools for ordering the professional response to major regulatory changes: instead of letting each bar improvise its own answer, the Council concentrates content, teaching and accreditation in a single nationwide programme. The result, in this case, is a pool of accredited professionals before the 047 Service whom citizens will locate through the official channel itself, a circuit that can redistribute a relevant part of housing queries towards accredited firms.

The Council expects the accredited pool to start attending citizens through the 047 channel in the coming weeks, once the first edition of the course concludes.
